After more than ten years of the reforms the greater amount of the Russian factories begins to understand on their own experience the significance and importance of planning. The results of the investigation of the systems of planning in the factories of Kaluga and Kaluga region are showed in the article. It was determined, that the factories usually use the middle-term and the short-term planning. There are standards for forming the plans in the factories. The biggest amount of the factories calls as the norms the norms of staff and labourconsuming. Besides, the factories use the norms of time, facilities and administration. The estimate of the work of the planning departments is given. The managers take the people with the high education into these departments. In the towns of the Kaluga region, especially in the south part, the people, working in such departments, can be without high education. It can be explained by the shortage of the qualified specialists in the towns. The level of the fulfilling the plans at the factories fluctuates from 70 to 90.  The method and organization of the planning of the factories was analyzed, the reasons of discrepancy of the planned indexes to the real ones were found out.
